The Sciences Po-Tsinghua Initiative for Public Policy awarded a grant from the Cai Yuanpei program.

We are pleased to announce that The Sciences Po-Tsinghua Initiative for Public Policy received financial support from the Cai Yuanpei program jointly run by the French Ministry of European and Foreign Affairs, the French Ministry of Higher Education and Scientific Research, and the Chinese Ministry of Education. The grant covers the period 2011-2013, and will allow for mobility and joint training for PhD students of both institutions.
 


对蔡定剑教授的悼念

    长期关注中国宪政、选举制度、反就业歧视等制度构建的我国著名宪法学者、中国政法大学教授蔡定剑因病于2010年11月22日逝世。蔡定剑教授在中国的反就业歧视等方向开创了先河。他遗留给他的同事、同学、朋友,以及那些所有关心中国及海外宪法改革的仁人志士的精神财富,有着无法估量的价值。让我们永远悼念他。


A Tribute to Pr. Cai Dingjian

Professor Cai Dingjian passed away on November 22, 2010. A professor at China University of Political Science and Law, he was also director of the University Centre for Study of Constitutionalism.  His professional accomplishments have been entirely devoted to a resolute promotion of the rule of law and the defense of rights in China. Cai Dingjian opened a quiet way in that direction.

      我们很荣幸得知“巴黎政治学院-清华大学公共政策合作项目”获得了法国欧洲和外交事务部、法国高等教育和科学研究部以及中国教育部联合提供的蔡元培项目资金。该项目涵盖2011年至2013年。
 
      “巴黎政治学院-清华大学公共政策合作项目”为两所高等学院的联合项目,目的在于促进欧洲及中国的公共政策研究与教学。该项目起始于2010年,基于两所院校的长期合作,并且获得法国外交及欧洲事务部的倾力支持。合作项目由清华大学公共政策与管理学院主持,巴黎政治学院多所研究中心及研究单位参与。项目目标在于深入研究全球化背景下的新兴治理特征,以比较研究的方式分析经常被区别对待的发展中与发达国家国情,并对社会行为与体制研究提供创新视角与深层分析。

Split memories, cognitive dissonance, and the challenge of civilizing our way to deal with history in Europe

Abstract: At the origin of the integration process that has lead to the establishment of the European Union, we find the rejection of nationalism as a source of conflicts and the desire not to repeat what was seen as the failures that occurred in Europe’s history. As a result of this increasing awareness, some fundamental principles regarding the EU's responsibility towards Europe's past have been expressed in the preambles of the treaties and build what can be considered as an “Acquis historique communautaire”.


The African Neopatrimonial State as a Global Prototype

Abstract: There is a striking contrast between the broad dissemination of the neo-Weberianconcept of neopatrimonial rule across Africa and the more parsimonious mobilisation of this notion outside the continent. It is argued that the increasing assimilation of the African neopatrimonial state to integral and predatory forms of politics has contributed to turn it into a global prototype of the 'anti-developmental' state. This trajectory deserves to be contrasted with those observed in Latin America, South-East Asia, Russia and Central Asia.


Water and the WTO: Don’t kill the messenger

Abstract: It is widely recognized that forecasting future climate shocks at a regional level—which regions will be flooded, which ones will be under water stress on a year by year basis—is largely out of reach.  In such circumstances, trade gets back a role that has faded away during the last sixty years of relatively stable climatic, economic and political conditions.  It is to be the ultimate insurer.  Regions under sudden water stress will need to import food products in exceptional quantities, and trade happens to be a cheap (efficient) insurance scheme t


The Policy of Taxing State-owned Enterprises: Theory and Chinese Evidence

Abstract:This paper develops a theoretical framework for analysing the corporate income taxation of state-owned enterprises (SOEs). SOEs are subject to income taxation in many countries, presenting a puzzle as to why a government would tax the SOEs it owns in lieu of simply requiring distributions by such SOEs to it as a shareholder. I suggest that for SOEs and private firms alike, divergent interests between managers and shareholders imply that ensuring optimal pay out policy is not costless.


The Involvement of Economic Actors in Urban Strategies in Europe

Abstract : In the last decade, several European cities have experienced the involvement of private economic actors in the making of their strategies of development in order to address the territorial competition in the globalization process. This paper attempts to unravel the reality of this involvement and to understand the reasons of this participation in an exercise and a policy which have always been under the monopoly of public authorities.


An Analysis on the Short-term Sectoral Competitiveness Impact of Carbon Tax in China

Market-based instruments, together with command-and-control policies, could make a cost-effective contribution to the achievement of China’s climate targets. Much of the recent debate on the subject has focused on a long-term impact analysis approach and the implementation of a carbon tax. However, one of the important issues concerning such a carbon tax in China, particularly for policy makers, is the short-term impacts.


Relooking at the Role of Transport Infrastructure in Trade, Regional Growth and Governance: Comparing Greater Mekong Subregion (GMS) and Central Eastern Europe (CEE)

The main objective of this paper is to question the hypothesis of the role of transport infrastructures in regional economic growth by comparing Central and Eastern Europe (supported by the EU structural and cohesion funds) and the Great Mekong sub-region (mainly supported by the “economic corridors” of the ADB). Three main components of trade efficiency are scrutinizedand compared: (1) the historical development of trade agreements, (2) the supra-national(regional) capacity of trade regulation, and (3) the micro level of governance between the different actors involved in trade.


East European Civil Societies in the 90’s: A Legacy of Solidarnosc or Different Historical Paths ?

Analyzing civil societies in the aftermath of 1990 in Eastern Europe leads to a paradox: although democracies there seem to be well embedded in different polities, a lot of authors mention the weakness of their civil societies. Hence the concern about the causal link between both terms (democracy and civil society), and the reasons which can explain this paradox.
